California Gov. Arnold Schwarzenegger has vetoed a bill that would have created a regulatory framework for life settlements. The bill, SB 1543, would have enacted the Life Settlement Consumer Protection Act. Life settlements are transactions in which a policy owner sells the coverage to a third party.

“Senate Bill 1543, based on model legislation developed by the National Conference of Insurance Legislators, would have provided a strong regulatory framework for the growing life insurance settlement industry in California starting in January 2009. The bill was recently passed by the California Legislature with the near unanimous consent of each chamber and was supported by nearly every life insurance and life settlement company and their respective trade associations, as well as several consumer groups, including the AARP.

Milestone Managers & Providers said last week it has gained approval of its life settlement provider licenses in Hawaii. Milestone is the first life settlement provider licensed in Hawaii after the revisions made in June to Hawaii’s life settlement statute.
